关于推进澳门经济多元化发展和文化创意产业建设的实施意见
Document on Promoting Economic Diversification and Cultural Creative Industry Development in Macao

Relevant departments and bureaus of the Macao Special Administrative Region Government,

　　为落实全球发展战略，加快推动澳门特别行政区经济发展和文化创意产业建设，依据相关决策部署，结合澳门实际，制定本意见。
In order to implement global development strategies, accelerate the development of the economy and the construction of the cultural creative industry in the Macao Special Administrative Region, and based on relevant decision-making and deployment combined with the actual situation of Macao, this document is formulated.

　　一、总体要求
General Requirements

　　(一)指导思想。坚持系统观念，统筹协调发展和安全工作，把握发展新阶段、新业态、新理念，加快推动澳门经济高质量发展，推进澳门文化创意产业建设，为澳门可持续发展、提升国际竞争力和影响力提供有力支持。
Guiding Ideas. Adhere to the concept of system, coordinate development and security work, grasp new stages, new business forms, and new ideas, accelerate the high-quality development of Macao's economy, promote the construction of Macao's cultural creative industry, and provide strong support for Macao's sustainable development and enhance international competitiveness and influence.

　　(二)工作原则。坚持市场主导、政府引导，坚持创新驱动、融合发展，坚持文化引领、科技支撑，坚持多元参与、合作互利，坚持开放包容、互利共赢。
Principles. Adhere to market-oriented and government guidance, adhere to innovative driving and integrated development, adhere to cultural guidance and technology support, adhere to diverse participation and mutual cooperation and benefit, adhere to openness, inclusiveness, mutual benefit and win-win.

　　(三)主要目标。到2024年，澳门经济多元化发展和文化创意产业发展取得显著成效，经济结构进一步优化，创新能力进一步提升，基础设施不断完善，营商环境进一步优化，国际竞争力和影响力大幅提升。
Main Goals. By 2024, significant results have been achieved in the economic diversification development and cultural creative industry development of Macao, further optimizing the economic structure, improving innovation capacity, improving infrastructure, optimizing the business environment, and greatly enhancing international competitiveness and influence.

　　二、主要任务
Main Tasks

　　(一)加快推进经济多元化发展。
Accelerate Economic Diversification Development.

　　1.推动金融业、旅游业、现代服务业等传统产业转型升级，提升产业竞争力。
Promote the transformation and upgrading of traditional industries such as the financial industry, tourism industry, and modern service industry to enhance industry competitiveness.

　　2.大力发展科技产业、创意产业、绿色产业等新兴产业，培育新的经济增长点。
Develop new emerging industries such as the technology industry, creative industry, and green industry to cultivate new economic growth points.

　　3.加强基础设施建设，提升交通、信息、能源等基础设施水平。
Strengthen infrastructure construction to improve transportation, information, and energy infrastructure levels.

　　4.优化营商环境，加强政策支持和服务保障，吸引更多国际资本投入澳门。
Optimize the business environment, strengthen policy support and service guarantees to attract more international capital to invest in Macao.

　　(二)大力推进文化创意产业建设。
Vigorously Promote Cultural Creative Industry Development.

　　1.加强文化创意产业政策研究和规划，制定相关政策措施。
Strengthen policy research and planning for the cultural creative industry, and formulate relevant policy measures.

　　2.培育壮大文化创意产业市场主体，提升产业集聚度和辐射带动能力。
Cultivate and strengthen market entities in the cultural creative industry, and improve the industry's agglomeration and radiation driving capacity.

　　3.加快文化创意产业园区建设，打造特色文化产业园区和产业集群。
Accelerate the construction of cultural creative industry parks to create characteristic cultural industry parks and industrial clusters.

　　4.加强文化创意产业人才培养和引进，提升产业创新能力和发展后劲。
Strengthen the training and introduction of talent in the cultural creative industry to enhance the industry's innovation capacity and development momentum.

　　5.加强文化创意产业国际交流合作，提升国际影响力和竞争力。
Strengthen international exchanges and cooperation in the cultural creative industry to enhance international influence and competitiveness.

　　三、保障措施
Guarantee Measures

　　澳门特别行政区有关部门要根据本意见要求，结合本部门职能和工作实际，制定具体工作方案，明确责任分工，加强协调配合，形成工作合力，确保各项任务落到实处。
Relevant departments of the Macao Special Administrative Region shall formulate specific work plans in line with the requirements of this document, clarify the division of responsibilities, strengthen coordination and cooperation, form a working synergy, and ensure that all tasks are implemented in practice.

　　澳门特别行政区政府将定期开展督查评估，跟踪工作进展，强化执行监督，确保各项任务有效落实。
The Macao Special Administrative Region Government will carry out regular inspection assessments to track work progress, strengthen executive supervision, and ensure effective implementation of various tasks.
